Resort industry intensifying efforts to thwart Nevada lottery proposal

The Nevada Legislature is once again considering a proposed constitutional amendment, AJR5, to remove the longstanding prohibition on the state operating a lottery. Despite passing easily in both legislative chambers in 2023, the measure faces opposition from the casino industry, which is determined to keep Nevada as one of the five states without a statewide lottery. The Nevada Resort Association, representing the gaming industry, argues that a lottery would not provide significant revenue and could harm the state’s economy. On the other hand, labor groups like the Culinary Workers Union advocate for a lottery to raise funds for youth mental health programs. The bill’s sponsor, Assemblyman Cameron Miller, did not seek re-election in 2024, leaving the bill’s future uncertain heading into the 2025 legislative session. The history of failed attempts to legalize a lottery in Nevada dates back to 1887, with the closest attempt in 1899 being defeated in 1901. AJR5 is expected to go through the legislative process once again, with a potential outcome of dying in committee without a vote.
