Family shares footage from police bodycam of Kansas man’s deadly shooting

The family of Taylor Lowery, a Kansas man fatally shot by Topeka police in 2022, released body camera videos to dispute the police’s narrative of events. Lowery, 33, was shot by five officers 34 times, leading to his death at the scene. The family had obtained the footage as part of a wrongful death lawsuit filed in August after a federal judge ordered the city to relinquish it.

The family accused Topeka police of neglecting to properly train officers on de-escalation techniques and preventing excessive use of force. The lawsuit sought the release of bodycam videos, which the city initially refused to do, claiming the force used by officers was reasonable.

U.S. Magistrate Judge Angel Mitchell ruled in favor of the family, compelling the local government to hand over the videos. The videos showed that Lowery was not holding a knife but a wrench at the time of the shooting. The family’s lawsuit argues that officers did not have to use lethal force, as they had other non-lethal options available.

The incident began with a call from Lowery’s sister, reporting that he was acting abnormally and holding a knife. The officers pursued him to a convenience store parking lot, where the shooting occurred. The videos show a chaotic chain of events, with officers repeatedly ordering Lowery to drop the weapon.

The family’s lawsuit alleges that officers did not need to use lethal force and had other options, such as Tasers and pepper spray, that they did not use. Despite Lowery being under the influence of drugs at the time of the incident, the family disputes the police’s justification for the use of deadly force.
